Victor Cicansky was born and raised in Regina, Saskatchewan in 1936. He studied at the University of Saskatchewan and received his M.F.A. from the University of California. Victor received an Honorary Doctorate of Fine Arts from the University of Regina in 2007. In July, 2009, his contribution to the arts as a mentor, educator and sculptor was acknowledged when he was named a Member of the Order of Canada.

Victor has taught at the University of Regina, in California and at the Banff School of Fine Art. He has received many awards in Canada and Europe. He has had many solo and group exhibitions across Canada, the USA, Japan and Europe. His work is held in public and private collections including the National Gallery of Canada.
