George Russell was born in Scotland and studied at the Aberdeen School of Art under Andrew Burnett and later at the South Kensington Art School under Alphonse Legros and George Reid.

In 1889 he emigrated to Canada and lived and worked in Montreal for the rest of his life. During the summers he painted in St. Andrews and St. Stephens in New Brunswick. He executed large commissions for the Canadian Pacific of scenes in the Rocky Mountains. Russell worked in a variety of media including oil and watercolour.

From 1922 to 1926, he was the president of the Royal Canadian Academy of Arts.
